The term Freedmen was first used by the United States Congress around the year 1861 to describe people formerly enslaved of Negro phenotype (observable characteristics and traits). Today, the term Freedmen is an ethnicity to described a descendant of an ancestor classified as Negro, Black or Colored emancipated from slavery; or a free dark skinned person relegated to third-class citizenship before their nation's emancipation or independence. The Volunteer Council on Freedmen Affairs
is certified as a Texas Domestic Non-Profit Corporation (File#804890246). We organize with individuals, networks, activist and cultural societies that support descendants of Freedmen, Freedmen Towns and Freedman Affairs agencies and communities.
