EXECUTIVE SUMMARY:
According to Urban Institute, a non-profit policy and advocacy researcher, collected data indicates the average wealth of a Euro-Ethnic American (white) in 2022 was $1.2 million; where as Afro-Ethnic Americans are averaging only $212,000. This is a wealth gap of over 82%... meaning Euro-Ethnic Americans tend to carry 6-times more wealth than Afro-Americans in the United States. It can be easily proven that these statistics are systemic through existing practices through U.S. justice and economics inequalities. This must end.
It is very important to note that Not all Afro-Americans are descendants of Freedmen. This Reparations plan is specific to reparative justice for harms committed and promises made to the American Freedmen as described by the United States Congress in 1861-1865. There are no officially collected numbers to provide how many American Freedmen descendants live in the United States. However, the Texas Volunteer Council on Freedmen Affairs will take the liberty to offer the following statistics to estimate how many American Freedmen lived in the United States in 1865:
90,000 enrolled in schools (Freedman Bureau files);
600,000 relocated from refugee camps (Harvard University);
4,000,000 freed from confederate states (National Museum of African American History and Culture).
The 2020 U.S. Census suggest 46.9million people identify as “Black” or “African American”... approximately 14% of the U.S. population. However, these numbers do Not constitute the number of Afro-Americans who can certify they are descendants of the original American Freedmen. Generations of peoples living in the United States as a result of immigration from Africa, Caribbean Islands and other countries in America are included in those census numbers. Only after step one of this plan will we know the true numbers of how many descendants of Freedmen live in the country today. However, for mathematical purposes only, this plan will take liberty to use half of the 2020 census numbers; and for planning purposes work with the number 20million American Freedmen today have claims to this Reparations Plan.
Using easily understandable whole numbers, for over 200 years, the United States forced abusive enslavement on kidnapped persons to advance the country. It is our recommendation it will take six (6) generations of healing to minimally put in place a foundation for restoration and repair.
This Reparations Plan, as developed by the Texas Volunteer Council on Freedmen Affairs is simple... the United States of America must put into place systemically designed efforts to close the generational wealth gap for descendants of Freedmen.
THE PLAN:
I. Office on Freedmen Affairs.
These offices will begin as state operated and funded by federal and corporate tax dollars. Once step three (3) of the plan has moved to its self-sufficiency stage, the office will operate through the FEEZYs. The rationale for the offices to be initially state operated is for authority to create and maintain categories of ethnic designations of “Freedmen” through departments for vital statistics and government identification. Each state will need to pass a Freedman's Bureau Act to make it law how these offices are to be governed, funded and for political collaborations.
Time Frames: Start January after legislation granted.
II. Tax Exemptions.
The fastest way to move forward with closing generational wealth gaps for descendants is once ethnicity is verified, pass legislation to waive tax structures for Freedmen. This action by governments would hardly if not at all impact any person not a Freedmen. Below is a list of tax exemptions that should be immediately waived. The tax exemptions aim to give descendants an opportunity to protect earned assets. These tax waivers are to include but are not to be exclusive of:
-federal/state/local income taxes on personal income;
-federal/state/local income taxes on sole ownership of Freedmen business profits;
-federal/state/local transactional taxes for personal and business property ownership;
-federal/state/local transactional taxes for savings and investments.
Time Frames: Start January following ethnicity certified.
III. Freedmen Economic Empowerment Zones.
Presently, the United States Government implements economic empowerment zones for areas hampered by a “lack of or slow economic growth.” In following this existing system; Freedmen Economic Empowerment Zones (FEEZYs) would be designed to revitalize Freedmen historical communities where descendants are better equipment to self-determination. As an initial plan for FEEZYs, they should be a model for generational wealth and wellness.
As an incomplete view, the Freedmen Economic Empowerment Zones will consist of:
-Freedmen Heritage & Culture Centers.
-Trading Posts.
-Hospitals and Clinics.
-Autonomous Education Systems (K12 to College).
-Co-Op Gardens.
-Nature Destinations.
-Community Malls.
-Starter Homes.
-Senior Villages.
-Temporary Rehab Housing
The FEEZYs will also be planned to accept Freedmen and their families impacted by disaster situations that may be weather related or require accident evacuations.
Time Frames: Government Funded Years 5 – 20 : Self Sufficient Years 21-200.
RESULTS DRIVEN:
With this 3-Step Reparations Plan, the Volunteer Council on Freedmen Affairs and Justice For All Party Grassroots believe the United States will finally be moving forward to healing the country for its horrible past of chattel slavery, Freedmen promises denied, Jim Crow and today's systemic racism and discrimination.
This plan is designed to be analyzed at each step to verify indeed the wealth gap between descendants and other demographics are narrowing. The beauty of the plan is... Freedmen descendants are a small and easily identifiable ethnic group.
Instituting this plan will not be a major expense to the country. But rather, this plan will actually save money and stimulate growth of the U.S. economy.
